Google published their stats on android variants

Now 89.8% of all android smartphones in the world at 2.1 or higher

As you can see that the latest version of android which is 2.3 is yet just on 0.8 % of devices, which is not very good considering its been good time since 2.3 was released, androids fragmentation implementation has alot to improve on..
